Manchester City found guilty on 114 of 115 Premier League charges

An independent commission has found Manchester City guilty on 114 of the 115 charges brought by the Premier League over financial rule breaches from 2009-10 to 2017-18, the league confirmed on Sept. 29. City have appealed. No sanction has been imposed.

The commission found City arranged "sham" contracts with commercial partners to inflate revenues and reduce costs, filed misstated accounts, concealed the club's true finances from auditors and regulators, and breached Premier League and UEFA spending limits. The distortion was put at more than £900 million. City were also found guilty on most of the charges over failing to cooperate with the investigation.

The charges, brought in February 2023, included 54 over inaccurate financial information, 14 over payment details for players and managers, seven over profitability and sustainability rules, five over UEFA rules and 35 over non-cooperation. The hearing concluded in December 2024.

City lodged their appeal on Oct. 1, calling the commission's opinion unsafe and citing clear material errors of law, principle and fact. The club maintains its innocence.

Sanctions will be decided at a separate hearing after the appeal. Fines and points deductions are among the options under Premier League rules.
